Your state, right now, has the choice to write Medicaid waivers
(1115 as well as 1915(b), 1915(c), 1915(d), within the Title XIX of
the Social Security Act). States could provide alternatives to nursing
homes today within the current Medicaid statues and rules just by applying
for one or more of those waivers.
They don’t because they choose not to.
